The table compares the percentage of employers reporting difficulty in finding skilled, unskilled, and technical/managerial staff across four sectors in 2003 and 2004.

Overall, difficulties in recruiting skilled workers were consistently the highest across all sectors, while shortages of technical and managerial staff were relatively low and generally declined. In addition, problems in hiring unskilled workers tended to increase in most sectors.

In terms of skilled labour, manufacturing recorded the highest figures, rising from 45% in 2003 to 51% in 2004. Building and services also saw increases, from 42% to 45% and from 41% to 45% respectively. In contrast, commerce was the only sector to experience a decline, falling from 47% to 41%.

For unskilled workers, most sectors reported growing difficulties. Manufacturing rose slightly from 26% to 28%, while building increased from 21% to 23%. The most notable rise occurred in services, which climbed from 20% to 29%. By contrast, commerce saw a decrease from 22% to 19%.

Regarding technical and managerial staff, the percentages were much lower overall and declined in every sector. Manufacturing dropped from 8% to 6%, building from 14% to 10%, services from 5% to 2%, and commerce from 2% to zero, indicating that this category posed the least recruitment challenge.
